APCD Board Approves Local Participation in Year 10 of the State's Carl Moyer Program

Funding for Diesel Engine Operators

The Santa Barbara County APCD continues to seek proposals from private and public entities in the county for projects to reduce air pollution from heavy-duty diesel engines, according to the terms and conditions of the California Air Resources Board's (ARB) Carl Moyer Air Quality Memorial Standards Attainment Program (Carl Moyer Program).

On March 20, 2008 the APCD Board approved participation in Year 10 of the Carl Moyer Program, making approximately $619,000 available for eligible projects over the next year. The APCD will also have additional grant funding for eligible projects over the next several years from the $2 DMV fee (approved by the APCD Board on 12/16/2004, pursuant to AB923). Staff will evaluate each project on a first come, first served basis (according to the schedule on the right), and approve projects until all funds have been expended. When funding projects, we will also consider cost-effectiveness, project mix, viability, timeliness, and past performance history with the APCD.

Equipment categories eligible for grant funding include:

Typical Carl Moyer Program projects include heavy-duty engine repowers, replacements, and retrofits for both diesel and alternative- fueled equipment. Other new project categories include zero-emission projects, Old Car Buy Back (Light-duty scrap) and Agriculture Assistance.

Eligible projects that are not covered under the Carl Moyer Program include the purchase of new school buses, and installation of PM control devices on existing school buses under the Lower Emission School Bus Program.

The APCD grant funding comes from three main sources: the ARB's Carl Moyer Program, the DMV Motor Vehicle Registration Fee Surcharge Program, and the state's Lower Emission School Bus Program. If additional funding becomes available from these or other sources during this request period, more emission reduction projects will receive grant funds.
