Notice of Public Review and Request for Comments 

Draft Federal Part 70 Renewal Permits for Venoco Ellwood Stationary Source

The Santa Barbara County Air Pollution Control District (District) has issued draft federal Part 70 permits to Venoco, Inc. for Platform Holly, the Ellwood Onshore Facility, the Beachfront Lease, and the Seep Containment Device.

Permitting Action
This permitting action is the third renewal of the federal Part 70 permits for the four facilities.  The Part 70 permits regulate the production of oil and gas at Platform Holly and the Beachfront Lease, the capture of underwater natural gas seeps by the Seep Containment Device, and oil, water, and gas separation and processing at the Ellwood Onshore Facility. Once issued by the District and the US Environmental Protection Agency (USEPA), the Part 70 permits will be valid for three years.  The permits will be enforceable by the USEPA and the public.

Public Comment Procedures
Copies of the permit applications, the draft permits, and support materials, are available for review from November 10, 2008 to December 10, 2008 on this website on this page, and at the following location:

Only the federally enforceable conditions in Sections 9.A, 9.B, and 9.C of these permits are subject to public review. Comments on these sections should be submitted, in writing, to the District at the above address (Att’n: Ben Ellenberger) by December 10, 2008.  Issues relevant to the Part 70 permits raised during the comment period will be addressed in writing by the District as part of the final permit issuance.  For more information or copies of the permits, please contact Ben Ellenberger at (805) 961-8879 or at cbe@sbcapcd.org
