Notice of Public Review and Comment OpportunityRe: Golden State Water Company’s Installation of an Emergency GeneratorThe Golden State Water Company has applied to the Santa Barbara County Air Pollution Control District (APCD) for a permit to install and operate a 99 bhp diesel-fired emergency generator on an easement within the grounds of the Benjamin Foxen Elementary School located at 4949 Foxen Canyon Road, Santa Maria. This generator will provide backup power to a water well and will be used in the event of a power failure. As part of the APCD’s evaluation of this proposed installation, we have assessed the potential health risk created by the project’s emissions. Our analysis, which is conservatively health protective, shows that the expected emissions from this installation will be well below any levels that would create a significant air toxic risk to public health and the environment. Before our agency issues this permit, state law requires that we notify you, since you are either the parent/guardian of a student attending the school or are a resident or business located within 1,000 feet of the site. We are providing you an opportunity to review and comment on this proposed permitting action. Further, prior to issuing the final permit, we will submit to the permit’s administrative file our written responses to any comments we receive during the comment period. A copy of the draft permit document (Authority to Construct/Permit to Operate 12744) is available for download on this site (PDF file) by clicking here. The draft permit is also available for review at the following locations: APCD offices (260 North San Antonio Rd, Suite A, Santa Barbara and 301 Cook St. Suite L, Santa Maria); and Santa Maria Public Library: (421 S.
