to be published Notice of Public WorkshopsProposed Amended Rule 339 Motor Vehicles and Mobile Equipment Coating OperationsSanta Barbara Public Workshop Santa Maria Public Workshop The Santa Barbara County Air Pollution Control District (APCD) will hold Public Workshops at the times and locations listed above to accept comments on proposed amended Rule 339. Sources Potentially AffectedThis revised rule affects any person who sells, specifies the use of, offers for sale or applies coatings for the purpose of finishing or refinishing motor vehicles, mobile equipment and their exterior parts and components. About the Proposed Amended RuleRule 339 will be revised to adopt the provisions of the California Air Resources Board’s (CARB’s) Suggested Control Measure for Automotive Refinish Coatings. The revised rule will include new control techniques to reduce solvent emissions. The most significant components of this rule revision involve: separate volatile organic compound (VOC) limits for clear and color coatings (color coat VOC limit of 420 grams per liter); simplified and combined coating categories, and a 25 gram per liter VOC limit for cleaning solvents. Most elements of the revised rule will take effect on January 1, 2009. For more information regarding this rule revision and suggested control measure please see this page on this website and the CARB website (www.arb.ca.gov/coatings/autorefin/scm/scm.htm). The 2001 and 2004 Clean Air Plans identified the need to incorporate the Suggested Control Measures for Automotive Refinish Coatings recently adopted by the state (CARB). A copy of the proposed amended rule will be available before the public workshops. Note: Provisions of the rule will be discussed in the workshops; a copy of the draft rule will be available after the workshops, later this fall. To check on the status or to obtain copies of the draft rule please check back on this page, or contact Liz Zavala at 805.961.8811.
