RE: Los Olivos Garage Contaminated Soil Cleanup Project

PW Environmental has applied to the Santa Barbara County Air Pollution Control District (APCD) for a permit to operate soil vapor treatment equipment at 2900 Grand Avenue in Los Olivos, the site of the former Los Olivos Garage. This equipment will treat soil that has been contaminated with gasoline from underground tanks. The law requires that we notify you, since you are either the parent/guardian of a student attending that school or are a resident or business located within 1,000 feet of the site.

The APCD requires the use of air emission control equipment to minimize emissions to the air from treatment of the soil. This project is expected to last approximately one year. The APCD’s modeling analysis shows that the expected emissions from this project (after the use of emission controls) are below any thresholds for a significant air toxics risk to public health and the environment. The APCD has imposed conditions on the permit to operate for this project that will minimize the release of emissions into the atmosphere during the vapor extraction of the soil contamination.

A copy of the draft Permit to Operate permit document (PTO 11274) prepared for this project is available for review at the following locations: APCD offices (260 North San Antonio Rd, Suite A, Santa Barbara and 301 E. Cook St, Suite L, Santa Maria); SB Public Library: Los Olivos Branch, (2374 Alamo Pintado Ave, Los Olivos); and SB Public Library: Solvang Branch (1745 Mission Dr, Solvang).
