Revisions to Other Rules Associated with the APCD Permitting Program
Public Review Period May 12, 2008 to June 12, 2008

The Santa Barbara County Air Pollution Control District (APCD) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of modifications to existing Rule 333, which applies to certain types of engines, and modifications to Rules 102 (Definitions), 201 (Permits Required), and 202 (Exemptions to Rule 201).

Sources Potentially Affected

Oil and gas exploration, production, processing and marketing sources; mineral processing; construction; and any other activity using an engine rated 50 brake horsepower or greater to provide primary power. Emergency standby engine requirements will not be affected by the proposed rule revisions.

About the Proposed Revised Rules

The 2007 Clean Air Plan identified the need for revisions to Rules 102, 202, and 333. These changes are necessary to incorporate suggestions from the California Air Resources Board and the U.S. Environmental Protection Agency regarding the permitting and control of internal combustion engines. The revisions will also incorporate requested revisions to the “Permits Required” provisions in Rule 201, changes to permit exemptions that go beyond those suggested by ARB and EPA, and other changes to clarify the rules.

The APCD estimates that the oxides of nitrogen (NOx) emission reduction from the revised rules will be 6.5 tons per year.

Pursuant to the California Environmental Quality Act (CEQA), the APCD examined the potential adverse impacts of the proposed rule revisions in the Initial Study. Based on the Initial Study, the APCD has determined that there are no significantly adverse impacts associated with the proposed rule revisions. Therefore, the APCD has released for review and comment a Draft Initial Study/Negative Declaration for the proposed revised Rule 333 (Control of Emissions from Reciprocating Internal Combustion Engines) and revisions to other rules associated with the APCD permitting program.

Copies of the proposed revised rules, the Board Package for adopting the proposed revised rules, and the staff report for the project will be available on May 18. The CEQA Draft Negative Declaration will be available on May 12. Both documents may be downloaded for review here:
