Proposed Rule Amendments to Rule 331 (Fugitive Emissions Inspection and Maintenance)
to Allow an Optional Component Inspection Frequency

The Santa Barbara County Air Pollution Control District (APCD) will hold a Public Workshop / Community Advisory Council meeting at the time and location listed above to accept comments on proposed revisions to Rule 331.

Sources Potentially Affected
This rule revision will affect all owners and operators of refineries, chemical plants, oil and gas production fields, oil and gas processing plants, and pipeline transfer stations in Santa Barbara County.

About the Proposed Amended Rule
At the request of owners and operators of oil and gas facilities, the APCD is proposing a revision to the exemption section of Rule 331. Owners or operators subject to the requirements of Rule 331 will be given the voluntary option of inspecting components on a monthly basis (instead of the currently required quarterly basis). In return for voluntary monthly inspections, owners and operators will be exempt from Table 1 leak thresholds of Rule 331 and thus exempt for issuance of Notices of Violation for such leaks that are found by inspections conducted by the operators of the facilities.

The APCD anticipates a reduction in emissions resulting from the proposed amendments to Rule 331. These emission reductions are a result of more frequent inspections, and thus expedited leak repairs, of facility components.

The APCD has determined that the revision will not have any significant adverse environmental impacts. The APCD finds that this rulemaking activity is exempt from the California Environmental Quality Act (CEQA) under Section 15061 (b) (3). As required by CEQA Guidelines, staff prepared a Notice of Exemption for this project. Any subsequent changes to the project description during the public review period will undergo additional environmental review under the CEQA.
