Draft Federal Part 70 Permit for City of Santa Maria Municipal Solid Waste Landfill Stationary Source

The Santa Barbara County Air Pollution Control District (APCD) has issued a draft federal Part 70 permit to the City of Santa Maria’s Municipal Solid Waste Landfill (Landfill) facility. The facility includes a recycling and a hazardous household waste collection program. The Landfill operations consist of a ‘fill-and-cover method’ using onsite soils to provide the required daily cover. The Landfill capacity is estimated to be 346 million cubic feet of waste. Estimated non-methane organic compounds (NMOC) emissions from the facility waste are 345.8 tons/yr.

Permitting Action
The City of Santa Maria currently operates a ground-level flare at the Landfill site under an APCD permit to operate this permitting action merges the APCD permit into a federal Part 70 permit. In addition, the new Part 70 permit will regulate the collection and control of landfill NMOC gases generated at the Landfill in accordance with New Source Performance Standard WWW. No other changes to the Landfill operations or emissions will occur due to issuance of this Part 70 permit. Once issued by the APCD and the US Environmental Protection Agency (USEPA), the Part 70 permit will be valid for three years. The permit will be enforceable by the USEPA and the public.

Public Comment Procedures
Copies of the permit applications, the draft permits and support materials, are available for review from March 28, 2005 to May 10, 2005 on the APCD website on this page and at the following location:

Only the federally enforceable conditions in Sections 9.A through 9.C of these permits are subject to public comment. Comments on these sections should be submitted, in writing, to the APCD by May 10, 2005. Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
