Notice of Public Review and Request for Comments

Draft Federal Part 70 Renewal Permits for Pacific Operators Offshore, LLC.
Platforms Hogan and Houchin

The Santa Barbara County Air Pollution Control District (APCD) has issued two draft federal Part 70 renewal permits for the Pacific Operators Offshore LLC (POOI) Outer Continental Shelf (OCS) facilities, namely OCS Platforms Hogan and Houchin. The two platforms are owned by Signal Hill Services and have been operated by POOI since 1968. Oil, along with a very small amount of gas, is produced by the platforms. The oil and gas production operations lift oil to the surface, separate gas from the oil, and transmit both via sub-sea pipelines to the onshore Rincon facilities in Ventura County for further processing. Platforms Hogan and Houchin comprise the POOI OCS Carpinteria Field Stationary Source, which is considered a major source for emissions of nitrogen oxides.

Permitting Action

This action is the renewal of the two federal Part 70 permits for the platform facilities noted above. The permits incorporate several Part 70 minor modifications approved since initial issuance of the Part 70 permits. No changes to facility productions, processing or emissions will occur as a result of this action. Once issued by the APCD and the US Environmental Protection Agency (USEPA), the two permits will be valid for three years. Both permits are enforceable by the USEPA and the public.

Public Comment Procedures

Copies of the permit applications, the draft permits and support materials, are available for review from February 14, 2005 to April 1, 2005 at the following location:

Comments on the draft permits should be submitted, in writing, to the APCD. All comments must be received by April 1, 2005. Issues relevant to the Part 70 permits raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
