Draft Federal Part 70 Renewal Permits for
Tajiguas Municipal Solid Waste Landfill Stationary Source

The Santa Barbara County Air Pollution Control District (APCD) has issued a draft federal Part 70 permit to the Tajiguas Municipal Solid Waste Landfill (Landfill) facility located 26 miles west of the City of Santa Barbara in Santa Barbara County, California. The Landfill is a Class III landfill permitted to receive non-hazardous solid waste. The stationary source consists of the landfill (owned and operated by the County of Santa Barbara), the landfill gas collection system, and an enclosed flare plus a 3.1 megawatt electrical generator/engine (owned and operated by NEO Tajiguas LLC and MM Tajiguas Energy LLC, subsidiaries of Algonquin Power Co). Estimated non-methane organic compounds (NMOC) emissions from the facility waste are 254 tons/yr. The Landfill is a Part 70 source for non-methane organic compounds (NMOC) and a major stationary source for carbon monoxide (CO), and reactive organic compounds (ROC).

Permitting Action
This action is for the renewal of the existing federal Part 70 permit for the Landfill. The permit regulates the collection and control of the NMOC gases generated at the Landfill, in accordance with the New Source Performance Standard Subpart WWW and with the new National Emission Standards for Hazardous Air Pollutants (NESHAP) Subpart AAAA. This renewal permit contains some changes to monitoring, recordkeeping, and reporting conditions. However, it does not authorize any changes in facility operations. Once issued by the APCD and the U.S. Environmental Protection Agency (USEPA), the Part 70 permit will be valid for three years. The permit will be enforceable by the USEPA and the public.

Public Comment Procedures
Copies of the permit applications, the draft permit and support materials, are available for review from January 30, 2006 to March 15, 2006 on the APCD website on this page and at the following location:

Only the federally enforceable conditions in Sections 9.A through 9.C of these permits are subject to public comment. Comments on these sections should be submitted, in writing, to the APCD by March 15, 2006. Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
