Draft Federal Part 70 Renewal Permits for
BreitBurn Energy Company Orcutt Hill Stationary Source

The Santa Barbara County Air Pollution Control District (APCD) has issued fourteen draft federal Part 70 renewal permits for the BreitBurn Energy Company (BreitBurn) facilities that are part of the Orcutt Hill Stationary Source. The Orcutt Hill Stationary Source has been in operation since 1902 and is located approximately 2.5 miles south of Orcutt. The oil and gas production operation lifts oil to the surface, separates gas and water from the oil, uses the gas as fuel, and makes the oil available for sale. The operation is considered a major source for emissions of nitrogen oxides, reactive organic compounds and carbon monoxide.

Permitting Action
This action is for the second renewal of the fourteen federal Part 70 permits, and may include revisions to monitoring, recordkeeping and reporting requirements. This action also includes a draft Part 70 revision permit for new steam generators to be operated at the stationary source. Once issued by the APCD and the U.S. Environmental Protection Agency, the federal permits will be valid for three years.

Copies of the permit application, the draft permits, and support materials are available for review from January 2, 2006 to February 15, 2006 on the APCD website on this page, and at the following locations:

Only the federally enforceable conditions in Sections 9.A through 9.C of these permits are subject to public review. Comments on these sections should be submitted, in writing, to the APCD by February 15, 2006. Issues relevant to the Part 70 permit raised during the comment period will be addressed in writing by the APCD as part of the final permit issuance.
